What ব means
It represents b, with a default vowel when read alone. The Bengali b has an inherent vowel: a vowel understood without a separate mark. A vowel sign replaces it; joining consonants into a cluster changes the default-vowel pattern. Vowel signs can appear before, after, below or around a consonant but are pronounced after it.
The script evolved from the older Brahmi writing tradition. Early Bangla appears in eastern Indian copperplate inscriptions in the 9th–10th centuries, with more developed forms in 11th–12th-century plates. These engraved metal documents recorded land grants and administrative business, often in Sanskrit, an ancient Indian language. Manuscripts and later print also carried literary writing.
Why does Bengali use ব for b and v?
Bengali spelling merges a distinction retained in Sanskrit. Words inherited from Sanskrit use ব for both ba and va. When transcribing Sanskrit—writing its words in another script—you may need to recover that distinction from the original rather than this letter alone.
An ordinary letter in Bengali writing, not a tone marker.
When transcribing Sanskrit, ব alone cannot tell you whether the original had ba or va.

1Why does ব show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
