What 𑑎 means
It marks a break or fills space at a line margin. In the Newa script, it changes page spacing rather than the wording.
The Suśruta Project, a manuscript research project, describes a related “conspicuous filling sign” in a fifteenth-century Nepalese manuscript (NAK 5-333) and compares it with similar signs in early manuscripts written in Bengali script. Its drawn form is not identical to 𑑎.

1Why does 𑑎 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
