What ꢰ means
It is the retroflex s (ṣa) consonant of the Saurashtra alphabet.
Retroflex means the tongue curls back. The alphabet emerged in late 19th century printing for Saurashtri, spoken in Tamil Nadu.
It still marks community identity on invitations and signboards; Tamil and Devanagari took over everyday print in the 20th century.
Specialist; it signals Saurashtri heritage.
Not a decorative S.
