What 𝧸 means
It tells you to sign more slowly.
SignWriting draws signs as pictures of hands, movement arrows and face marks. A small set of “dynamics” marks then says how the movement is done: fast, slow, tense or relaxed. The slow mark changes only the pace; the handshape, place and direction stay as written. It usually sits above the sign it modifies.
SignWriting grew out of DanceWriting, which Valerie Sutton started in 1966 to record ballet. In 1974 sign-language researchers in Copenhagen asked her to write signs too, and the system was adapted for deaf communities' languages; it is used in many countries and was added to Unicode as its own block.

Questions people ask
2Is it the sign for the word “slow”?
No. It is a modifier added to other signs; on its own it says nothing in a sign language.
Why does it show as a box?
Your font probably lacks SignWriting. A font such as Noto Sans SignWriting fixes that, though full signs also need an app that handles its layout.
