What ﹔ means
The mark is small; its character cell stays a full character wide.
It was encoded so older text systems could exchange the small mark while keeping a full-width character cell. A documented standard trail for the form runs through Taiwan's CNS 11643 character-encoding standard in 1986.
This remains semicolon punctuation. Use the small form when its reduced mark matters to the text's layout; it does not signal another tone.

3Questions people ask
1Why does ﹔ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
