What ㋎ means
It means eV, the electronvolt, an energy unit. One electronvolt is the energy an electron gains across a voltage difference of one volt. The unit was introduced as the “equivalent volt” in 1912; its name later became “electronvolt.”
The square fits Latin eV into one character cell alongside East Asian text.
A font can change the drawn square or show a missing-character box. A text-normalization process called NFKC converts ㋎ to plain eV, so exact-symbol matching may fail.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
