What ㎴ means
It gives the Latin unit symbol a full-width character position.
This form is retained for compatibility with older East Asian character sets, where Latin abbreviations could fill a full-width cell—the width of one East Asian character—beside the surrounding text. Use ordinary pV when the fixed-width layout does not matter; the unit is the same.
