What ݄ means
It tells you how the marked Syriac letter should be read.
Syriac scribes used dots to distinguish words and record reading traditions. The earliest dated Syriac manuscript is from 411 CE.
By the end of the seventh century, two dots below could mark a vowel conventionally written as “e” in scholarly transliteration. The vertical or slanted pair first appears in eighth-century manuscripts. East Syriac kept a dotted vowel system, while West Syriac later combined dots with vowel signs written as Greek letters.
A technical manuscript mark, not a conversational symbol.
It is a letter-reading mark, not ordinary punctuation.

1Why does ݄ show as a box on some devices?
Not every system ships a font for the Syriac block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
