What 𖪢 means
No. The vowel is written separately. Muishvung, also called Mossang, was Lakhum Mossang’s native variety; Tangsa is a wider group of speech varieties.
Who created the Tangsa alphabet?
Lakhum Mossang began it in 1990 to write Tangsa. He developed a new alphabet from his native Muishvung variety, with the wider Tangsa group in view. It was independently devised rather than adapted from an older script; Latin-based spellings were also used.
His handwritten examples included traditional songs and a prayer. An inventory dated 2003 preserves an early form. A community committee formed in 2019 and promoted the script; its first printed material appeared at a festival in January 2020.

1Why does 𖪢 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
