What 𖪔 means
It writes /ɤ/ with tone 3. This vowel is made with the tongue toward the back of the mouth and lips unrounded. The c in Uec marks tone 3 in the Latin-based spelling; it is not a consonant.
How did Tangsa get this script?
Lakhum Mossang began it in 1990. He designed the alphabet for his native Muishvung variety, which others call Mossang. A community revision in 2019 added letters for wider Tangsa use and regularized the vowel set. Tangsa is a network of varieties across India and Myanmar; Latin-based spellings are also used.

1Why does 𖪔 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
