What 𘧇 means
It is a character part, not a word with a fixed translation. Components are reference pieces scholars use to index and describe larger Tangut characters. The label 456 identifies its place in that inventory; it is not a pronunciation.
The Tangut script was created for the Western Xia state in 1036 as part of state-building and the production of a Tangut Buddhist canon. At Khara-khoto, a site where Tangut manuscripts were found, surviving material includes Buddhist texts and Chinese works translated into Tangut. One surviving manuscript is dated to the 12th or early 13th century; that dates the manuscript, not the first use of this individual component.
The Tangut Components block is a modern scholarly inventory for describing pieces of the older script. It was proposed in September 2014. A Tangut woodblock-printed book titled Homonyms sold at auction in November 2014; its examples show components in different positions inside characters. A component may contribute meaning, sound, or structure, so the complete character determines its reading.
Technical and archival; useful in references to Tangut character structure.
456 is an inventory number, not a reading or translation.
