What 𘨁 means

It is a reference piece, not a word by itself.

514 is a sequence label, not a reading or translation.

Why was Tangut writing created?

It gave Western Xia its own script.

The Tangut language's script, also called Xixia, drew on Chinese forms and structure but was not derived from Chinese. Khitan people built two scripts about a century earlier; Western Xia followed suit. Surviving manuscripts include Buddhist works and secular Chinese translations.
