What 𘪻 means
It is a part used to organize Tangut characters, not a word.
Tangut dictionaries arrange characters by components (sometimes called radicals) and stroke order. These parts help readers find a complex character; a component need not have a fixed meaning on its own.
The number identifies a catalog entry, not a pronunciation or translation.
Why does Tangut Component 700 have a number?
The number identifies a modern catalog entry.
The Tangut script emerged in the Western Xia kingdom around 1036 and served official writing and Buddhist translations. Component 700 belongs to a much later scholarly cataloguing tradition: dictionaries developed different component inventories to organize complex Tangut characters, and Unicode brings components from several of those traditions into one digital set.
A technical catalog symbol for Tangut text study, not an ordinary message mark.
On its own, it does not identify a Tangut word.
