What 𘪼 means
No. 𘪼 helps describe how Tangut characters are built.
Scholars use Tangut components to index dictionaries and analyse character structure. They can also appear in Unicode's Ideographic Description Sequences, strings that show how an ideograph is assembled.
Use this component when documenting Tangut writing, analysing a dictionary entry, or showing how a character is encoded. The number 701 is an inventory label, not a reading.
Why was the Tangut script created?
It served the Tangut kingdom and its Buddhist canon.
The Tangut script was created in 1036 on imperial orders, as the kingdom built its institutions and compiled a Buddhist canon in Tangut. A writing system of its own also set the kingdom apart from the Song dynasty, a neighboring Chinese state.
Tangut writing drew inspiration from Chinese writing and Khitan writing traditions, but developed as a separate system. Surviving works include Buddhist and Confucian texts, encyclopedias, military writing, and literature. A manuscript linked to Khara-Khoto, a Tangut-era site, probably dates to the 12th or early 13th century and contains a Tangut translation of a Chinese work.
A specialist reference and encoding character, used in Tangut script research.
The number 701 is an inventory label, not a translation.

Questions people ask
1Why does 𘪼 appear as a box?
The font is the likely cause: it may not include this Tangut Components glyph. Unicode encoding identifies the character, but the font also needs its drawing to display it.
