What 𗃡 means
It names the ruler’s court or palace institution.
In Tangut, 𗃡 is glossed “imperial court”: the ruler’s court as an institution, not a modern courtroom.
The Tangut script is traditionally dated to 1036 and was developed for Western Xia’s official and cultural needs. It drew on Chinese-character structures but wrote the separate Tangut language, serving state writing, schools, bilingual diplomacy, and Buddhist translation and printing. Western Xia fell in 1227; Tangut writing continued for centuries, with the last known example dated 1502.

Historical and scholarly; in a standalone modern message, its meaning is not obvious.
Add a translation or surrounding Tangut text if you send it alone.
