What 𗅼 means
It is Tangut’s verb for drinking. A 2008 dictionary lists it as entry 3492.
Tangut was Western Xia’s language; its script emerged around 1036 for government records and Buddhist translations. The earliest surviving document dates to 1072. The script outlasted the state’s fall in 1227; an inscription from 1502 shows later use. Chinese and Khitan models influenced Tangut, but 𗅼 writes a Tangut word.

1Why does 𗅼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
