What 𗅾 means
Its index label L2915 is a catalog number, not a translation.
A Tangut dictionary and the surrounding passage are needed to identify its word or reading. Its square form is not a picture clue.
Why was Tangut script created?
Western Xia commissioned it for government use and Buddhist writing. The script's documented beginning is around 1036, as part of state-building and to support a Buddhist canon. Tangut texts included official records, Buddhist sutras, Chinese works translated into Tangut, and secular writing.
After Western Xia fell in 1227, Tangut continued under Yuan and Ming rule, but it had become obsolete by the end of the Ming dynasty. Tangut's square visual style was inspired by Chinese writing, but the scripts are separate and not mutually readable; a Chinese character does not give 𗅾 a Chinese reading or translation.
On its own, 𗅾 signals a historical-script, language-study, or typography context.
Its square style does not make it a Chinese character.

1Why does 𗅾 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
