What 𗍦 means
It means “whip” in Tangut. The Unicode label identifies the character instead of translating it; the Tangut–Chinese dictionary indexes 𗍦 as L2008-0219.
Tangut writing was established in 1036 for the Tangut-led Western Xia state, including Buddhist scripture translation.
A Khara-Khoto manuscript, probably from the 12th or early 13th century, translates a Chinese story into Tangut, showing the script also served secular reading. Chinese writing and neighboring Khitan scripts influenced Tangut forms, but Tangut remained a distinct script.

1Why does 𗍦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
