What 𗒻 means
A Tangut dictionary glosses it as “skilful.” The word names a quality; that historical gloss alone cannot tell you what a modern sender intends.
Tangut was the language of the Western Xia state, in what is now northwestern China. In the 11th century, its rulers established Tangut writing for government and literature, including Buddhist scriptures and translations of Chinese works; books also preserved law and other learning.
A manuscript from Khara-Khoto, a former Tangut city, probably dates to the 12th or early 13th century. Tangut writing drew on Chinese character structure and developed alongside the neighboring Khitan script, but remained distinct.

Questions people ask
1Why does 𗒻 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
