What 𗓛 means

No; it belongs to a separate script for Tangut.

Tangut’s square forms resemble Chinese writing, but the script is distinct. The first Western Xia emperor commissioned Tangut writing around 1036 to write the Tangut language and mark the kingdom’s identity. It served government records and Buddhist texts. After Western Xia fell in 1227, Tangut writing continued in religious works during the Yuan and Ming dynasties before becoming obsolete by the end of the Ming.
