What 𗗎 means
It means “to admonish” or “to remonstrate.”
A remonstrance is a formal protest addressed to someone with power.
The kingdom of Western Xia created the Tangut script around 1036 to write the Tangut language and mark its identity. Inspired by Chinese writing, it remained a distinct script for another language. It carried state, Buddhist and literary texts, continued under Yuan and Ming rule, and fell out of use by the end of the Ming dynasty.
Historical and specialized; without context, it is opaque outside Tangut studies.

1Why does 𗗎 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
