What 𗘘 means
Glossed as “public” or “common.”
Li Fanwen’s 1997 Tangut dictionary pairs it with Chinese 公. Here 公 is a translation, not another form or a Tangut pronunciation.
The Tangut script was created for the Western Xia state around 1036 CE. It appears in official, private and religious texts and remained in use under the Yuan and Ming dynasties.
Why does 𗘘 look Chinese?
It is Tangut, a separate script.
Tangut was made for the Tangut language. Its square characters can resemble Chinese writing, but 𗘘 belongs to a different script.

Questions people ask
1Why does 𗘘 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
