What 𗘺 means
It writes “me” in padme, not the final hūṃ.
It is fifth in the Tangut transcription of Oṃ maṇi padme hūṃ.
Western Xia emperor Li Yuanhao ordered Tangut script in 1036 to strengthen the state and write Buddhist scripture. It drew on Chinese and Khitan writing but was not derived from Chinese. By the mid-12th century, the Tangut dictionary Sea of Characters marked the mantra’s opening and closing glyphs as Sanskrit sound spellings. In 1348, the Stele of Sulaiman, a carved Buddhist monument near Dunhuang, used a distinct form of 𗦀 with simplified right-hand strokes.

1Questions people ask
1Why does 𗘺 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
