What 𗙕 means
A Tangut dictionary translates this character as “to shout.”
Unicode’s Tangut chart maps it to Li Fanwen’s 2008 dictionary entry 0165.
Created in 1036 by Western Xia ruler Li Yuanhao, Tangut writing served Buddhist translation and a distinct identity from Song China. It followed the Khitan precedent of creating native scripts; Tangut characters drew on Chinese writing but did not derive from it. Khara-Khoto ruins yielded Buddhist texts and Chinese works translated into Tangut; surviving material also includes legal and literary writing. An undated manuscript there probably dates to the 12th or early 13th century.
