What 𗙫 means
It records the syllable’s sound, not its meaning.
The Tangut script was created about 1036 for the language of Western Xia, a kingdom in what is now northwestern China. The Sea of Characters, a Tangut rhyming dictionary, records 𗙫 by the mid-12th century as a borrowed character for mantra text.
At the 1348 Stele of Sulaiman at the Mogao Caves, 𗙫 opens the Tangut spelling of Oṃ maṇi padme hūṃ, the six-syllable Buddhist mantra. The inscription also gives the mantra in five other scripts.

1Why does 𗙫 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
