What 𗝁 means
It means “tree” in Tangut. A Tangut dictionary lists it as entry 4250.
Tangut was the Western Xia state’s language. Its script was created in 1036 for state-building and Buddhist texts. Its design draws on Chinese visual and compositional principles; Western Xia leaders also followed the Khitan people’s earlier example of creating a script.
After 1036, Tangut texts included Chinese and Tibetan translations and secular works. Khara-Khoto manuscripts probably date to the 12th or early 13th century; that dates surviving texts, not 𗝁’s known first appearance.
“Tree” is its Tangut dictionary gloss, not a general tree icon.
Its Chinese-like form does not make it a Chinese character.

Questions people ask
1Why does 𗝁 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
