What 𗞧 means
It means “arrow shaft.”
Li Fanwen’s Tangut dictionary translates it as “shaft of an arrow” (entry 4358). Tangut is a distinct script for its own language, influenced by Chinese writing. Tangut and Khitan scripts both served state-building in neighboring states.
The Tangut script was created around 1036 under Western Xia ruler Li Yuanhao to support the state and Buddhist scripture in Tangut. Its earliest securely dated document is the Record of the Guazhou Trial (1069 or 1070). The 12th-century dictionary Wenhai (“Sea of Characters”) lists 𗞧 at 69.151, under Rhyme 63. Later Tangut texts served government and Buddhist life and included Chinese and Tibetan translations. Baoding Buddhist pillars dated 1502 show religious use after Western Xia ended.

1Why does 𗞧 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
