What 𗟜 means
It means “fast” in Tangut.
The scholarly transcription of its reconstructed reading is ¹dzyr₄. In the attested Tangut word 𗟜𘙊, the two characters mean “speed,” literally “fast and slow.”
Why does 𗟜 look Chinese?
It is Tangut, a separate script influenced by Chinese forms.
The Tangut script was created in 1036 under Tangut emperor Li Yuanhao as an official writing system for the state. A major purpose was producing a Tangut Buddhist canon, a collection of Buddhist scriptures; Tangut texts also included translated Chinese works, laws, military writing, and literature.
It followed the earlier example of the Khitan, another people who built an official state script, but Tangut was not derived from Chinese. A manuscript from Khara-khoto probably dates to the 12th or early 13th century, showing Tangut writing in use; that date belongs to the manuscript, not to 𗟜.
Historical and specialist: its reading needs Tangut language context.
Its Chinese-inspired shape does not make it a Chinese character.

1Why is 𗟜 showing as a box?
The font may not include Tangut coverage. Unicode identifies the character, but a font with Tangut glyphs must draw it.
