What 𗬝 means
It means “little livestock.” A Tangut dictionary lists 𗬝 as entry 2306 with that gloss.
The Tangut script was created in 1036 for Western Xia’s language. Western Xia was a kingdom in northwestern China; its script served official, personal and religious writing into the mid-Ming period. These dates describe the script, not the first known use of this individual character.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
