What 𗮏 means
It is glossed “to exceed.”
Why does 𗮏 resemble Chinese writing?
Its visual style draws on Chinese models, but it belongs to Tangut.
The Tangut script took shape around 1036 under Li Yuanhao, ruler of the Western Xia state, as a state script for the Tangut language. A dated example around 1070/1071 may be the earliest known dated Tangut text.
It served government, diplomacy, Buddhist scriptures, classics, military writing, and law. It remained in Yuan and Ming settings before falling out of use.

1Will 𗮏 look the same everywhere?
Not necessarily. A Tangut-capable font draws this text glyph, so outlines can differ; fonts without Tangut support may not display it.
