What 𗰰 means
Chinese writing inspired Tangut’s design, but Tangut is a separate script.
Created around 1036 by Western Xia's first emperor to serve the state and produce Buddhist texts in Tangut, the script followed the example of neighboring Khitan people, who had created their scripts about a century earlier. Tangut writing continued into China's Yuan and Ming dynasties and became obsolete by the end of the Ming dynasty.
Historical and scholarly; the gloss needs Tangut context.
“Surname” is a dictionary gloss, not a universal label for someone's family name.

1Why does 𗰰 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
