What 𗲞 means
It means “hill” or “mountain” in Tangut.
Unicode’s generated label “Tangut Ideograph-17C9E” is an inventory name built from the code point; it does not translate the old word.
How did Tangut writing begin?
The script was created around 1036 under the first Western Xia emperor.
Emperor Li Yuanhao ordered it as part of state-building. One likely aim was a Tangut edition of the Buddhist canon, a collection of Buddhist scriptures, and a written identity distinct from Song China. Tangut writing drew on Chinese visual forms and character-building principles, but it did not descend from Chinese characters. The neighboring Khitan people had created two scripts about a century earlier; Tangut rulers followed that precedent, and one Khitan script was largely based on Chinese.
A manuscript fragment from Khara-khoto, probably from the 12th or early 13th century, preserves a Tangut translation of anecdotes about the Tang emperor Taizong and his ministers. Tangut writing continued under the Yuan and Ming dynasties after Western Xia fell; it became obsolete by the end of the Ming dynasty.
Someone sent me 𗲞—what is it?
It is a Tangut word; context explains why it was sent.
A reader who knows Tangut can read it as a word; anyone else needs a gloss or the surrounding sentence. If it arrived alone, ask what word or place the sender means.
Historical and specialist: it names landscape rather than setting a tone.

1Why does 𗲞 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
