What 𗲩 means

Its glyph alone does not reveal its word.

“Tangut Ideograph-17CA9” is generated from the code point, not Tangut vocabulary.

Is Tangut a Chinese script?

No. Tangut is its own writing system.

The Western Xia emperor Li Yuanhao ordered the creation of Tangut writing in 1036 for state-building, probably to support a Tangut Buddhist canon. Its design drew on Chinese writing and older Khitan scripts, yet remained distinct. Texts include Buddhist works, Chinese and Tibetan translations, Confucian classics, military writings, and literature. A Tangut manuscript from Khara-Khoto in Inner Mongolia probably dates to the 12th or early 13th century.

Why does 𗲩 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
