What 𗳩 means
It is a Tangut character; its reading depends on context.
The 12th-century Tangut dictionary known as the Sea of Writing lists 𗳩 as a main entry (56.233) in its 49th rhyme section, a group organized by sound. The entry locates the character; it is not an English translation. Unicode’s generated label, Tangut Ideograph-17CE9, identifies the code point rather than the word.
The Tangut script was created under Western Xia’s first emperor around 1036 to write the Tangut language. It served official, private, and religious texts. Its use continued through the Yuan and Ming dynasties before it fell out of use.
