What 𗴱 means
The indexes disagree; the sentence context matters.
Li Fanwen’s Tangut–Chinese dictionary index pairs this entry with Chinese 肝 (“liver”); a separate English index gives the same entry as “to cover.” The surrounding sentence is needed to choose a sense.
Tangut borrowed Chinese structure to write another language
Created around 1036 for Western Xia, a kingdom in northwestern China, Tangut used square, component-based forms to write its own language. It served state records, Buddhist translations and inscriptions. The script outlasted the kingdom: Tangut Buddhist pillars dated 1502 are among the latest known examples.

1Why does 𗴱 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
