What 𗵃 means

It means “dragon” in Tangut.

Why does Tangut writing resemble Chinese characters?

Tangut is a distinct script shaped by Chinese writing.

Created about 1036 under the first emperor of Western Xia, a Tangut kingdom, the script served government and Buddhist texts. Chinese and Khitan writing traditions influenced it, and it also marked Tangut independence.

It remained in use after Western Xia fell, then became obsolete by the end of the Ming dynasty.
