What 𗵧 means
It means “play” or “amusement” in Tangut.
When was the Tangut script created?
It was created under Western Xia’s first emperor, around 1036.
Tangut was the kingdom’s language. Its writing served official, private, and religious needs, in books, Buddhist sutras, inscriptions, and manuscripts.
Traditionally, Tangut text ran top to bottom within columns ordered from right to left, like Chinese writing at the time. The script remained in use during the Yuan and Ming dynasties, before becoming obsolete by the end of the Ming dynasty.
Historical and scholarly.
Is 𗵧 Chinese? No; it belongs to the separate Tangut script.

1Why does 𗵧 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
