What 𗺤 means
It is glossed as “a kind of herb.” The Tangut herb character 𗺤 appears as entry L2676 in a 2008 English index to a Tangut dictionary; no plant species is named.
The Tangut script was created around 1036 for Western Xia state correspondence. In 1038, a committee translated Buddhist sutras into the Tangut language, written in this script. It remained in use during the Yuan and Ming periods and became obsolete by the end of the Ming dynasty.
Tangut is a separate writing system from Chinese. The same Tangut character can have different forms in historical sources and fonts; a change in strokes alone does not make it a different character.

1Why does 𗺤 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
