What 𗺬 means
It names a Tangut word. Li Fanwen’s 2008 dictionary translates it as “witch.”
Tangut writing was created around 1036 under Western Xia’s first emperor, Li Yuanhao, for state-building, administration, and Buddhist translation. Chinese writing influenced its design; the nearby Khitan people had made their own scripts about a century earlier.
After Western Xia fell to the Mongols, Tangut stayed in use during the Yuan and Ming dynasties, becoming obsolete by the end of Ming. Its characters may resemble Chinese characters, but Tangut is a separate writing system.

Not necessarily. The dictionary translates a Tangut word; it cannot explain why someone chose it in a conversation. Ask what they intended.
