What 𗻞 means
A kind of grass. 𗻞 is the written Tangut word for a type of grass.
The Tangut script was created around 1036 CE under the first emperor of Western Xia (Xixia), a state in what is now northwestern China, to write the Tangut language. Its surviving texts include official, private, and religious writing. The script remained in use under Yuan and Ming rule before falling out of use by the end of the Ming period.
Tangut signs resemble Chinese characters, but Tangut is a separate script. This character belongs to Tangut writing.
Historical and specialized; without Tangut context, this glyph is hard to read as a message.
On its own, it is not a reliable way to tell someone “grass.”
