What 𘁔 means

It begins the Tangut word 𘁔𗵚 for elephant.

Western Xia used Tangut writing for government, Buddhist translation, and state identity. Its design drew on Chinese-style principles while Khitan and Jurchen scripts were also in use. The earliest transmitted example is a 1072 official document. Tangut writing survived Western Xia’s 1227 fall and is attested in 1502.
