What 𘅄 means
Li Fanwen’s Tangut dictionary index lists entry 1693 under “to do.”
A scholarly table of Tangut sounds reconstructs its reading as sa¹, roughly “sah”; the superscript ¹ marks the first tone in that notation.
Tangut writing was created around 1036 under the first emperor of the Western Xia dynasty for the Tangut language. It appears in official, private, and religious texts, remained in use through the Yuan and Ming dynasties, and was obsolete by the end of Ming.
Tangut characters can resemble Chinese ideographs, but Tangut and Chinese are separate scripts for separate languages. “Ideograph-18144” is an identifying label, not a translation of this character.

1Why does 𘅄 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
