Is 𘅜 a Chinese character?
No. It belongs to a distinct Tangut script.
Western Xia, the Tangut state in northwestern China, created the script in 1036 under its first emperor, Li Yuanhao. It drew on Chinese writing and scripts used by the neighboring Khitan people, but it was designed for Tangut, a different language. Surviving Tangut texts include Buddhist works and translations from Chinese. After Western Xia fell to the Mongols, the script remained in use through the Yuan and Ming dynasties but had fallen out of use by the end of the Ming dynasty. A manuscript from Khara-Khoto, a ruined Tangut city, probably dates to the 12th or early 13th century.
