What 𘇛 means
It means “pen” in Tangut; L0715 is its dictionary entry.
In 1036, the Western Xia state commissioned Tangut writing to build its institutions and translate the Buddhist canon, the collection of Buddhism’s sacred texts. Manuscripts from Khara-Khoto dated to the 12th or early 13th century show it in Chinese and Tibetan texts and in both religious and secular works. The script borrowed forms from Chinese characters and drew on Khitan script design, while remaining separate.
