What 𘉈 means

It outlived the Western Xia state. Created around 1036 under the Western Xia state to write Tangut, the script remained in use after Western Xia fell to the Mongols and through the Yuan and Ming dynasties. It became obsolete by the end of the Ming dynasty.

Scholars rediscovered it in the late 19th century and largely deciphered it in the early 20th century, especially through the work of Russian scholar N. A. Nevskij. Surviving texts include official and private documents, Buddhist books, inscriptions, and manuscripts.

Why does 𘉈 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
