What 𘊡 means

It names a season in Tangut. Tangut was a language distinct from Chinese and spoken in the Western Xia state. Its square writing system was modeled on Chinese character forms, but 𘊡 records a Tangut word; knowing Chinese does not tell you how to read it.

Why did Western Xia create Tangut writing?

To record Tangut and support state and cultural work. The Western Xia court established the script in 1036. It was used for records and translations of Chinese classics; surviving books include Buddhist translations and dictionaries. After the Mongol conquest in the 13th century, the language fell out of everyday use.
