What 𘍌 means

It means “narrow.”

A Tangut–Chinese dictionary translates it as “narrow.” Unicode’s numbered label is built from the character’s place in the encoding, not the old word’s pronunciation or use.

Why was Tangut writing created?

It gave the Tangut language a state script.

The Western Xia court created the script in 1036 for state-building, including a Buddhist canon in Tangut. After Western Xia fell, Tangut writing continued during the Yuan and Ming dynasties, then became obsolete. Its characters resemble Chinese writing, but Tangut is a separate script that also carried Chinese works in translation.
