What 𘍍 means
The reference offers a sound estimate, not an English definition.
One Tangut character list gives 𘍍 a reconstructed reading, a scholarly estimate of how it sounded.
Western Xia ordered the script
Emperor Li Yuanhao ordered the script in 1036 to support a distinct state identity and Buddhist scriptures in Tangut. The neighboring Khitan people had created their own scripts about a century earlier, and Tangut followed their example. Tangut writing carried official records, laws, and works translated from Chinese and Tibetan; after Western Xia fell, religious texts and scholarship kept it in use.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
