The Tangut script was created in 1036–1037 for records, translations, and cultural identity in the Western Xia state (Xixia). What 𘍾 means

No; 𘍾 belongs to the Tangut script. Chinese writing strongly influenced Tangut character design, but the scripts are distinct. A proposal from 1898 traced Tangut's origin to Khitan writing, another regional script; Chinese influence is better established.

Why does 𘍾 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
