What 𘎮 means
Its dictionary gloss is “quick.”
Scholars transcribe its reconstructed reading in Latin letters as pjị¹. The 12th-century Tangut dictionary Sea of Writing, organized by rhyme, also lists it.
Is 𘎮 Chinese?
No. It belongs to Tangut writing.
Created around 1036 CE under Western Xia’s first emperor to write Tangut, the script served official and religious writing, including translations of Chinese and Buddhist texts. It continued after Western Xia, then fell out of use by the end of the Ming dynasty. Tangut characters may resemble Chinese ones, but the scripts are unrelated.

1Why does 𘎮 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
